Steven Frank Moser

Steven Frank Moser, 67, of Independence, Oregon, passed away on December 19, 2025. A lifelong resident of Polk County, Steve's legacy is defined by a deep commitment to public safety and selfless community service.

Steve was the son of David and Eileen Moser. He graduated from Dallas High School and attended Chemeketa Community College. There, he laid the foundation for a distinguished career as a firefighter-paramedic for the Portland Fire Bureau, eventually retiring with honor. Even in retirement, his heart remained tied to service; he continued to volunteer with Polk County Fire District #1, retiring as a Division Chief.

On January 19, 1980, Steve married the love of his life, Liane Agena, in Independence. Their home became a sanctuary for volunteers who might describe them as big brother and big sister to many of the young firefighters. Together, Steve and Liane built a large, vibrant family. He is survived by Liane and his children, Janna, Kristie, Walter, Andrew (Justine), Sandy, and Joyce (Khristian).

Steve's varied roles in civic leadership were as expansive as the value he created for his community. He served as a Central School District Board member and was a longtime Scoutmaster for Troop 38. He was an active member of the Central Lions Club, a past District Governor for Oregon Lions District 36R, and a Trustee of the Oregon Lions Sight and Hearing Foundation. He was also a Trustee at Christ's Church and a Meals on Wheels volunteer. His dedication earned him the prestigious Lion's International President's Medal of Achievement and, with his family, the Monmouth-Independence First Citizen Award - First Family. Steve taught us that true leadership isn't about the medals you wear but the lives you touch. Outside of his leadership roles, Steven found joy in the simple pleasures of life: swimming, camping, and bowling.
